This could sometimes be annoying too. Therefore, I(myself) have set it to Extended circles.
-> Who can comment on your public posts?
It is always recommended that you set this to be Anyone, so that anyone could help if you request for any kinda help by means of a Public post.
It is better to get the views of other users regarding what you've shared. -> Who can start a Messenger conversation with you?
Define who can start a conversation with you on your Mobile Messenger?

-> Email : Your default email address for notifications.
-> Phone : Your mobile phone number for SMS notifications.
◆ Manage email subscriptions
-> Weekly updates about top content from my circles
-> Occasional updates about Google+ activity and friend suggestions

Customize which of those mentioned type of notifications do you want to receive?

Enable/Disable to allow Google to use your +1's to personalize your Search results and Ads
◆ Google+ Pages
This is also known as Direct Connect which automatically adds a page when you Search for it
->> eg: If you search for D D S Creations(my Page) and press Enter, the Page will automatically be added to your circles.
◆ Google+ games
-> Show links to recently played games on the side of the Stream page. (More:GG )
-> Show Google+ games notifications in the Google bar.
◆ Your circles
When you share something on Google+, you have the option to share to Your Circles Only.
This section defines which circles should be included in Your Circles

-> Show photo geo location information in newly uploaded albums and photos.
-> Allow viewers to download my photos
-> Find my face in photos and prompt people I know to tag me.
-> People whose tags of you are automatically approved to link to your Profile.
